Report from Union Council and Zones October-December 2011

Union Council Decisions
Motion: Split the Ethics and Environment Officer Role
Resolves:
1. To separate the E&E officer role
Decision: Accepted
Motion: Chair Training Motion
Resolves:
1. To mandate Kent Union to send the Union Chair to the NUS Chair Training on a yearly basis.
2. For the Kent Union President to work with the Union Chair to coach what is learnt to the Vice-Chairs of Union Council on their election.
3. For the Kent Union President and Union Chair to work on mentoring the Vice Chairs throughout the year.
Decision: Accepted
Motion: Giving Our Volunteers a Voice
Resolves:
1. To include a democratically elected member of the Volunteering Committee to hold one seat on union council.
Decision: Accepted
Motion: Abolish the Men’s Officer
Resolves:
1. To remove the position of Men’s Officer.
Decision: Accepted
Motion: Representation for K.S.C.V. Platinum students
Resolves:
1. To create a democratically elected ‘Platinum module Rep’ position from students enrolled on the module sitting on the Volunteering Committee.
2. The platinum representative will attend all relevant meetings that a Course-Rep would normally attend. Where these meetings do not currently exist the Union shall ensure that support is given to help set these up.
3. To amend the Volunteering Committee constitution accordingly.

Motion: Representing our Medway Volunteers
Resolves:
1. To ratify the Medway Volunteering Committee constitution (Appendix 1.) making Medway Volunteering Committee a sub-committee of Union Council
2. That Medway volunteering committee shall be equal and equivalent to the Canterbury Volunteering Committee.
3. An elected Kent student member of Medway Volunteering Committee shall sit on Union council.

Motion: Sponsorship, not workmanship
Resolves:
1. To re-affirm our commitment to the University’s policy on external advertising on campus.
2. To work closely with the University to further develop this policy.
3. Clubs, societies and other student groups shall not be allowed to flyer for sponsors, to be reviewed 12 months after passing.
4. If a group is to be sponsored by a letting agent or landlord, the following conditions must be met:
a. Sponsorship must meet the requirements of the current sponsorship policies and be approved in the same way as all current sponsorships.
b. Only agents or landlords accredited with the Canterbury Accreditation scheme will be considered, but will not be automatically accepted.
5. The student group must align themselves with Kent Union & the University’s approach to student housing and work closely with any projects around this.

Motion: Union Council Membership Motion
Resolves:
1. To remove the voting power of these roles from Union Council and remove them from mandated membership of Council.

Motion: Zone Quoracy Motion
Resolves:
1. To make the quoracy required for an ASV one hundred (100)
2. To review this figure at the next Union Council
Decision: Accepted
Motion: GSA Constitution Change Motion
Resolves:
1. To change the Constitution to the one as follows, as requested by the Committee.

Zone Decisions
Education Zone – October
Idea: Recorded lectures
Decision/Consensus: Accepted
Action: Push for signatures. Lobby lecturers. If successful the block is to monitor the pilot.
Idea: Open Forums
Decision/Consensus: Accepted
Action: Investigate additional methods of academic information sharing.
Idea: De-anonymisation of Examination Papers (1) and Exam Feedback (2)
Decision/Consensus: (1) Withdrawn (2) Accepted
Action: VP Education to research studies of de-anonymisation and lobby for exam feedback.

Idea: New Student Committee Constitutions
Decision/Consensus: Accepted

Your Community – October 31st
Idea: Position on Chaucer Fields
Decision/Consensus: Lobby for all future developments to be eco-friendly with students appropriately consulted.
Action: President, block, E&E officer, DICE & conservation to raise Chaucer fields issue to students. To conduct a poll of all students. Promote more on campus housing especially for vulnerable students. For students to be included in consultation. Invite university staff to next Zone. Invite John Gilbey, head of council, to a zone. Publicise next zone.
Your Rights – November 10th
Idea: Gender Neutral Toilets
Decision/Consensus: Accepted
Action: Research models that would suit our campus. Investigate safety issues. Consult/conduct research on demographics affected. Work on promoting and educating people on the issue of gender neural toilets.
Idea: For your Rights Zone to conduct research into Safety around Campus.
Decision/Consensus: Accepted
Action: For block to conduct research into safety on campus, to consult students on their safety issues and look at student involvement in conducting a night walks. To produce a report on findings.
Your Education – November 14th
Idea: Do we investigate/support “audio feedback”?
Decision/Consensus: Accepted
Action: The Zone committee will investigate what students and staff think of audio feedback.
Idea: University’s current system of changing modules
Decision/Consensus: To further investigate.
Action: VP Education to speak to School Reps about information regarding changing modules/courses in the handbook.
Idea: More diversity in our methods of assessment
Decision/Consensus: Accepted
Action: Increase diversity of methods of assessment and opportunities for students to have the opportunity to develop specific skills relevant to their subject area. To be examined on a school by school basis. Consult school reps.
Idea: Cross Campus Concession Standards
Decision/Consensus: Accepted
Action: Consult Course Reps on support within departments and further action.

Idea: That the Boundary Change for Blean Forest Outlined in the Boundary Commission's Initial Proposal is Wrong and that Kent Union will Release a Public Statement Opposing the Boundary Commission's 2013 decision.
Decision/Consensus: Accepted
Action: Release public statement from Kent Union. Lobby university to release public statement in line with Kent Union. To write to Julian Brazier and the Herne bay MP. For Union to have active role in this process.
